L.A. Care Health Plan, the largest health plan in Los Angeles County, led the design and development of the L.A. County Field Medicine Program, a county-wide program that includes the Skid Row Care Campus. The health plan, in partnership with Health Net, invested a combined $90 million to ensure that their members, no matter their housing status, have access to care.
The Field Medicine Program is a $60 million program designed to deliver preventive and urgent health care, chronic disease management, social services, primary care and access to a true medical home to members in their lived environments — on the streets, in tent encampments, in shelters and in interim housing sites. In 2024, 19 providers were selected to participate in the program to provide a more consistent, coordinated and comprehensive system of care compared to the current model of street medicine, which is generally episodic and oriented around urgent care.
The Skid Row Care Campus is a collaborative effort among the county’s Departments of Health Services, Mental Health and Public Health in partnership with L.A. Care and Health Net. The community organizations running the campus include Homeless Health Care Los Angeles, Wesley Health Centers, and Social Model Recovery Systems.
Located at 422 S. Crocker St., it includes a Safe Services space that features a park-like setting with services such as hygiene facilities, community ambassadors, case management, and wellness activities.
There is also a Health Hub that offers healthcare, community respite beds, a harm reduction drop-in center and (soon) a methadone clinic. The campus also features a licensed residential care facility for the elderly, which provides permanent housing and care for people who need assistance with basic activities such as preparing meals, getting dressed, and bathing.
An estimated 3,593 homeless people live on Skid Row, including those in homeless shelters, according to the region’s latest count. While the overall unhoused population in the neighborhood has declined by 27% since 2022, the remaining population faces greater health risks, according to survey data.
